Terms of Service

These Terms of Service ("Terms") govern your access to and use of MissouriMVR Batching, a service of Insurance Information Services, Inc., the operator of Missouri Motor Vehicle Records (MissouriMVR) ("we," "us," the "Service"). The Service lets authorized businesses request bulk Missouri driver records and vehicle records and download official-format report PDFs. By creating an account or using the Service, you agree to these Terms on behalf of the business you represent ("you"). If you do not agree, do not use the Service.
1. Eligibility & accounts
- The Service is for business use only; you must be authorized to bind your organization.
- Accounts are reviewed and approved before activation. We may decline, suspend, or revoke access at our discretion, including where required by law or our data suppliers.
- You are responsible for the accuracy of your registration details, for safeguarding your credentials and API keys, and for all activity under your account.
2. Permissible use of regulated records (DPPA & GLBA)
Access to driver and vehicle records is regulated under the federal Driver's Privacy Protection Act (DPPA, 18 U.S.C. §2721 et seq.) and the Gramm-Leach-Bliley Act (GLBA). For every batch you must certify a true and accurate permissible purpose. You agree to:
- Request and use records only for the permissible purpose you certify, and only as the DPPA, GLBA, and applicable Missouri law allow.
- Not resell, redistribute, or re-permission records except as expressly permitted by law and these Terms.
- Maintain records of your permissible purpose and cooperate with audits. Misrepresenting a purpose, or obtaining or using records unlawfully, is grounds for immediate termination and may carry civil and criminal liability.
3. Acceptable use
- Do not attempt to access data or accounts that are not yours, probe or bypass security, or exceed your rate limits or batch caps.
- Do not use the Service to harass, discriminate, or for any unlawful purpose.
- Automated access must use your issued API keys within their scopes; do not share or expose keys.
4. Fees & payment
- Each data source is priced per completed report; the price and per-batch limits that
apply to your account are shown before you submit and on
GET /api/v1/me. Records with no match or multiple matches are not charged. - You authorize us (and our payment processor, Stripe) to charge your selected method, or to draw from your prepaid balance, for amounts you incur. Prepaid balances are non-refundable except as required by law.
- Quoted totals are estimates; you are billed for completed reports. Taxes, if any, are your responsibility.
5. Data, reports & intellectual property
- Source records originate from the Missouri Department of Revenue and related suppliers and remain subject to their terms and to law. Generated report PDFs are provided for your certified permissible purpose.
- We retain and purge data on a defined schedule (see our Privacy Policy).
- The Service software, design, and trademarks are ours; these Terms grant you a limited, revocable, non-exclusive right to use the Service, nothing more.
6. Disclaimers & limitation of liability
The Service and records are provided "as is" without warranties of any kind, including accuracy, completeness, or fitness for a particular purpose; record data is supplied by third parties and may contain errors or omissions. To the fullest extent permitted by law, our aggregate liability arising out of or relating to the Service is limited to the fees you paid in the three (3) months preceding the claim, and we are not liable for indirect, incidental, or consequential damages.
7. Termination
You may stop using the Service at any time. We may suspend or terminate access for breach of these Terms, for legal or supplier requirements, or to protect the Service. Provisions that by their nature should survive (fees owed, permissible-use obligations, disclaimers, limitations, governing law) survive termination.
8. Changes to these Terms
We may update these Terms; material changes will be posted here with a new effective date and, where appropriate, notified to account holders. Continued use after changes take effect constitutes acceptance.
9. Governing law
These Terms are governed by the laws of the State of Missouri, without regard to conflict-of-laws rules, and the exclusive venue for disputes is the state or federal courts located in Missouri.
